Subject	SMOG question

Message	So I just took my car to a SMOG test in CA. It failed. Could someone help me figure out why. New oxygen sensors with about 50 miles on them All the emissions equipment is on the car except the pre cats where changed to down pipes. No vacuum leaks I see and the idle vacuum pressure is about -530 on the AVCR. Changed oil and new fuel filter also. I put new 87 octane gas prior to testing and drove the car around to warm it up. Could it be bad cats or EGR? What would be my next step to figure this out? Hoping its not the cats as they are 1100-1200 each plus install in crappy California.
